Jim Siplon is the former Chief Operating Officer for JUST Water. In that role, he spearheaded the company’s effort to draw spring water from a well in the City’s watershed and present it in environmentally friendly packaging. He also served as managing director of FIJI Water, was a senior executive at MCI Communications, and recently started Rethinkh20, a consulting firm that aims to help large-scale water users reduce their water consumption. Mr. Siplon served in the U.S. Air Force for eight years, and earned an undergraduate degree in astrophysics from Utah State University and a master’s in business administration from Boston University. Jim has served on the EDC Warren County board for several years before becoming President in 2021.

John Wheatley is Vice President of EDC Warren County, where he is responsible for developing, implementing and tracking business development activities for the organization including business attraction and retention, existing business expansion, development, infrastructure and tracking real estate assets required to attract new investment. In 2006-2007, John was project manager for one of EDC’s signature initiatives: Queensbury Business Park road and infrastructure design, approval and construction.

John serves on the board of directors for the Saratoga Warren Washington Workforce Development Board (WDB) and is an executive committee member.

John joined EDC in 2005, bringing a strong background in commercial real estate from almost 20 years of experience with Robert Cohn Associates and then CBRE Albany both of which serviced a multi county region in the Albany, New York market. At CBRE Albany he served as Director of Marketing and Research. He received his undergraduate degree from Siena College.
